Can You Get a Mortgage on Off-Plan Property in Dubai?

Yes, the good news is that you can get a mortgage up to 50% on an off-plan property in Dubai, once the bank approves. It covers half the price, and not the 80% that some buyers get on a ready home.

For an off plan mortgage Dubai you need to pay the first half yourself as per the developer’s schedule. The bank steps later, or at the handover time.

The real thing to question in 2026 is not whether the bank allows mortgage or not, it is which route fits you: a bank loan, a developer payment plan, or a developer’s “guaranteed return” offer?

Each one has its own risk. This Apex Skyline off plan mortgage Dubai guide shows you how each route works, what the current market figures say and how to test a guarantee before you sign.

See the Quick Answer Here:

  • Only approved projects and buyers can get a mortgage on an off-plan property in Dubai.
  • The bank lends mostly up to 50% of the property value.
  • The bank doesn’t have a fixed time of paying. It depends on the lender and project. Some eligible projects can get funding from 30% construction.
  • A payment plan is usually cheaper as the developer instalments mostly carry no interest, but a mortgage does.

How an Off Plan Mortgage Dubai Works?

Banks in Dubai do lend on off-plan properties in Dubai but only up to 50% of the price and only for approved projects.

That 50% cap means a mortgage on off plan property works as a top-up to your own cash and not as its replacement. On an AED 2,000,000 unit, the most a bank can lend is AED 1,000,000 which is fifty percent. You need to fund the rest and this is the fixed cap for any off plan mortgage Dubai property.

  • One of the main reasons why Dubai banks are hesitant towards financing off plan properties is, they see an unfinished building as riskier.
  • The cap is not a resident-only or foreigner-only rule. Dubai Islamic Bank offers up to 50% to UAE nationals, both residents and non-residents.
  • Off-plan is a big part of the market. Over 60% of Dubai purchases are off-plan and still bank finance for them stays limited.
Rule What to Expect?
Maximum loan (LTV) 50% of property value
Your minimum share At least 50% of the price
Which projects? Only those on the bank’s approved list
When funding starts? Set by the lender; some projects from 30% construction
Who decides? The bank checks you and the project

Off-Plan Financing Dubai: When Does the Bank Pay?

You need to pay the early instalments on your own. The bank starts the developer once your project and profile both qualify and you need to repay the loan after handover.

This is how off plan financing Dubai looks like:

  1. Get a Pre-Approval: This shows what you can borrow. Validity varies from bank to bank. A typical pre-approval lasts up to 90 days, while ADCB’s off-plan pre-approval runs 12 months and can be renewed each year until handover.
  2. Sign the Sale and Purchase Agreement (SPA) and Pay From Your Own Cash: You need to pay the booking money and early construction instalments.
  3. Wait for the Bank’s Trigger: Lenders in Dubai set their own rules. Some eligible projects can now get funding from 30% completion, while Binghatti’s off plan mortgage guide mentions a 40% completion requirement. Ask your bank which applies to your project.
  4. The bank pays later instalments. Funds go straight to the developer in stages.
  5. Repay after handover. The loan then runs as a normal mortgage. Apex Skyline’s mortgage calculator uses a 25-year term as its default.

Two New Bank Products to Know About

Khaleej Times reported both in August 2026:

Bank What It Offers? What to Watch?
Dubai Islamic Bank (DIB) Shariah-compliant finance of up to 50% for freehold properties. Funds go to the developer by construction milestones. You pay only the profit part during construction. The full instalment starts at handover, or within 24 months of taking the finance, whichever comes first.
ADCB with Ellington Properties Pre-approval of up to 50% for Ellington off-plan homes, valid 12 months and renewable until handover. Rates from 3.49% a year, fixed for three years, with fees waived, were offered for a limited period. Check what is live today.

Confirm the current terms with the lender before you rely on them.

Which Properties and Buyers Qualify for an Off-Plan Mortgage?

The property needs to be on the bank’s approved list and you must pass the bank’s income and credit checks. Failing any of them will eventually stop the loan.

  • Developer and Project: Banks keep approved lists and check project by project. There are many developers in Dubai such as Emaar, Dubai Holding, Majid Al Futtaim, Wasl, Sobha, DAMAC, Ellington, Omniyat and Binghatti with selected eligible projects. The lists may change with time so ask your relevant bank about your exact project.
  • Your Income: Banks look at verifiable income, existing loans, credit history and job history. Residents are also checked on their Al Etihad Credit Bureau (AECB) report.
  • Earned Income: Many resources state that dividend or investment income alone is not enough for the off-plan products it covers.
  • Your Age: It can shorten the loan term you are offered.
  • Non-Residents. Eligible projects can be financed but there are fewer lenders and projects, with stricter income rules.
  • Resale of an Off-plan Unit. If you buy from another investor instead of the developer, bank funding during construction is very limited. Most buyers pay the seller from their own funds, take over the SPA and then arrange a mortgage for the final handover payment.

Before you choose any unit, always ask the bank in writing whether this exact project is eligible for an off plan mortgage Dubai or not.

Developer Payment Plan vs Mortgage: Which is Better for Off-Plan?

For an off plan property in Dubai, both plans hold a different value. A developer plan comes with no interest and needs no bank. An offplan mortgage Dubai plan frees up your cash but charges interest and needs approval.

Let’s compare developer payment plan vs mortgage plan here:

Comparison Aspect Developer Payment Plan Off Plan Mortgage Dubai
Interest None (confirm in SPA) Yes
Bank Approval Not needed Required
How Much it Covers? The whole price, on the developer’s schedule Up to 50%
Typical Length Often 2 to 5 years Up to 25 years
Your Credit and Income Not tested by a bank Fully tested
Best When Your income can meet each instalment You want to keep savings free

You normally pay the earlier instalments under the plan and then the bank joins you for later payments. The developer instalments are mostly interest-free while borrowing brings interest and other costs.

A Third Route: Borrow Only at Handover

  • Borrowing only at handover means you fund all construction instalments on your own and then take a normal mortgage for the last payment.
  • That final balance is often around 20% to 30% depending on the plan you choose.
  • More lenders are open to you and projects that missed off-plan approval may still qualify once they are built.

Some plans leave a balance for after you get the keys. If yours does, read this guide before you decide anything: Post-Handover Payment Plans in Dubai: How 60/40, 70/30 and 80/20 Plans Work?

How to Pick the Right Plan?

  • Choose the payment plan if you can meet every instalment and want zero interest.
  • Choose the off-plan mortgage if you want to protect savings and your project is on a bank’s list.
  • Choose the handover mortgage if you want more lender choice and can fund the build stage.

How Do You Judge a Developer’s Guaranteed Return?

Turn the headline into a yearly percentage, compare it with the 6% to 8% market range, then read who pays it, when and what are its limitations.

Some developers now sell certainty instead of a loan. In May 2026, Ellington Properties announced a limited-time summer offer of guaranteed rental returns: 35% over five years in Dubai and 28% over four years in Ras Al Khaimah. Two things to know about it are:

  • It depends on the  developer’s own announcement.
  • It was billed as limited-time so check whether the offer is still open.

Ellington is one of the developers Apex Skyline works with. We use its offer as an example as it is public. The checks below apply to every developer.

Do the Calculation First

  • If the percentage is based on the purchase price, 35% over five years is 7% a year (35 ÷ 5). 28% over four years is also 7% a year.
  • As an illustration, on AED 1,000,000 that is AED 350,000 over five years or AED 70,000 a year.
  • Khaleej Times reports average Dubai residential yields of 6% to 8% in 2026.
  • So 7% sits in the middle of the normal range. A guarantee like this buys you certainty not a higher return.

Ask These Questions in Writing

  1. What is the percentage calculated on?
  2. Is it paid in cash or credited against your instalments?
  3. When does it start?
  4. Who pays and what backs it?
  5. Is the price higher than smaller units?
  6. What happens when it ends?
  7. Has the developer delivered on time before?

One more point that many buyers miss: Law No. 8 of 2007 puts buyer payments into a project escrow account during construction and developer creditors cannot attach that money. The law does not mention rental guarantees. A guarantee rests on your contract so have a lawyer read the clause.

Also, do not plan on a guarantee that helps you qualify for a loan. Lenders want earned income so always confirm with your bank.

What Does an Off-Plan Mortgage Cost on Top of the Price?

Expect the 4% Dubai Land Department fee, bank fees and interest. On a AED 1,000,000 unit with a 50% loan, interest alone turns out to be about AED 271,000 over 25 years at a steady 3.75%.

Here is a simple example of an off plan mortgage Dubai buyers might take. It is an illustration, not an offer. The monthly figure uses a 3.75% rate over 25 years, the same as Apex Skyline’s mortgage calculator.

Item Amount (AED)
Property Price 1,000,000
Maximum Loan at 50% 500,000
DLD Fee (4% of price) 40,000
Bank Arrangement Fee (1% of loan + 5% VAT) 5,250
Mortgage Registration (0.25% of loan) 1,250
Monthly Repayment After Handover About 2,571
Total Interest Over 25 Years at 3.75% About 271,000
  • The fee lines follow the assumptions in Apex Skyline properties’ mortgage calculator. Fees for off-plan deals differ by project and bank so ask for a written list.
  • A developer plan carries no interest if your SPA says so and it can cost less overall. Compare the price too because some plans carry a higher price.
  • The valuation can come in below the price you agreed. If it does then you are asked to cover the gap in cash.

What Mistakes Do Off-Plan Buyers Make With Financing?

The biggest mistake is planning around an 80% loan. On an unfinished building the cap is 50%, and the project has to be approved first.

  • Using the wrong loan size. Some residents can borrow up to 80% on a ready home. Off-plan is capped at 50%, so budget your cash on that basis.
  • Choosing the unit before checking the bank list. Get the project confirmed in writing, then book.
  • Letting pre-approval expire. Validity differs by bank, from about 90 days to 12 months. Note the date.
  • Counting on a loan for a resale unit. Funding during construction is very limited for these, as covered above.
  • Treating a guarantee as borrowing power. It may not count as income at the bank.
  • Ignoring the handover valuation. A low valuation leaves a cash gap right when the last payment is due.
  • Forgetting total cost. Add the DLD fee, bank fees and interest before you compare routes.

Wrap Up: Plan Around the 50%, Then Pick Your Route

An off plan mortgage Dubai is a partial loan for approved projects so you should build your plan around the 50% cap.

  • Always confirm if the project is on a bank’s list before you book.
  • Get pre-approval and note when it expires.
  • Compare the developer payment plan vs mortgage on total cost.
  • Treat a guarantee as a contract term to test. Convert it to a yearly rate, compare it with the market and read who pays it.
  • Keep a cash buffer for the DLD fee, bank fees and a low valuation.

Get these right and your mortgage on off plan property works for you instead of surprising you at handover.

FAQs

1. Can you get a mortgage on an off-plan property in Dubai?

Yes you can. Banks finance approved off-plan projects for approved buyers which is up to 50% of the property value.

2. What is the maximum loan for an off-plan property in Dubai?

50% is the maximum loan for an off-plan property in Dubai. On a AED 2,000,000 unit, that is AED 1,000,000 and you need to fund the other half.

3. When can you get an off-plan mortgage?

It depends on the bank and the project. Some projects can get funding from 30% construction completion while other lenders ask for more. You can also wait and borrow at handover.

4. Can non-residents get an off-plan mortgage in Dubai?

Yes, non-residents can get an off-plan mortgage in Dubai only for eligible projects. Dubai Islamic Bank’s new product is open to non-residents, though lender and project choice is fewer and income checks can be stricter.

5. Is a developer payment plan better than a mortgage?

Not always. A plan has no interest but you must meet every instalment from your own funds. A mortgage frees cash but adds interest and bank approval.

6. Can you get a mortgage on a resale off-plan unit?

You can rarely get a mortgage on resale off-plan units during construction. Most buyers pay the seller from their own funds, take over the SPA and then mortgage the final handover payment.

7. Are guaranteed rental returns safe?

They are only as safe as the contract and the company behind them. Convert the offer to a yearly percentage, check who pays it and when and have a lawyer read the clause.

8. Which banks offer off-plan finance in Dubai?

Khaleej Times reported new off-plan products from Dubai Islamic Bank and ADCB in August 2026. Other banks may also lend on approved projects so ask an advisor for the current list.

9. Can off-plan property qualify for a Golden Visa?

Property worth AED 2 million or more can qualify, but you need to check the payment-plan rules with the DLD first. Apex Skyline Dubai’s Golden Visa team can walk you through it.
